Vulnerable Groups at Risk of Exclusion

The goal of this working group "Vulnerable groups at risk of exclusion" is to identify and motivate as much as possible broad coalition of different actors and stakeholders with different backgrounds. Potential group members are: representatives of NGOs and public institutions, libraries, schools, universities, industry organisations, ICT students, trainers, employers, researchers and all others willing to support digital inclusion of vulnerable.

This group will be working around the following 3 topics, through direct discussions, webinars and joint project work.

Topic 1: Situation analysis, exploring reasons and size of digital gap

  • Identify general and specific obstacles for e-inclusion of different vulnerable groups on the European level. How general/specific should approach to the problem resolution be?
  • Exploring reasons and the size of digital gap among vulnerable groups. Are all vulnerable groups digitally excluded? Do we have more or less e-excluded than “excluded”? Is ICT a new tool for exclusion?
  • Identify the goals of e-inclusion of vulnerable groups. Do we want to achieve basic level or more advanced? What is the scope of our goals: introduction, intermediate or proficiency skills? Is it realistic to set up goals for a professional level?

Topic 2: Identify and proposing best strategies, tools, policies and practices

  • Identify successful strategies, tools, methodologies and best practices to overcome digital division among vulnerable groups. What are similarities among these tools and methodologies?
  • Creating recommendations to the stakeholders (at local, regional, national, European level). How to change the system and decrease the digital divide gap?
  • Best training practices and tools to upgrade ICT skills for vulnerable groups. Are there any boundaries?

Topic 3: Decreasing digital gap

  • Awareness raising about the importance of digital skills among vulnerable groups. How to target the vulnerable?
  • Identify ways to encourage vulnerable groups to choose ICT careers
  • Identify potential partners and opportunities for a new European level project
