1. To support the development of a harmonized knowledge and information society; by this to stimulate economic growth and human resources development.
2. Extend public access point’s network to the remote regions of Lithuania and establish conditions for all the people to use information and communication technologies and through the ICT accessible sources.
3. Motivate and promote people to use e-services
4. Bridging the digital divide between rurals and city habitants.

Since its inception in 2002, the Lithuanian Rural Internet Access Points (RIAP) movement quickly earned prominence and attracted attention from all interested groups.
