A number of Serbian and Croatian libraries have been empowered to serve as modern knowledge centres in their local communities thanks to the EU funded project titled Libraries for a new age.  Implemented in 2013 by Telecentre Europe's member  IAN Telecentar from Serbia, and the Vinkovci City Library  from Croatia the project formed a strong partnership with four libraries from Croatia and three from Serbia.

The ain focus of the project was development of capacities of libraries in order to support cross-border exchange of experiences and the transfer of knowhow. In adittion, the project managed to promote contacts, foster inter-ethnic cooperation, networking and local and regional partnerships primarily between libraries while also supporting social and economic inclusion of marginalised groups.

By building technical capacities of libraries( e.g. with the procurement of ICT equipment) and providing relevant education to librarians (ICT courses with ECDL certification + e-Librarian training) the action helped the libraries become a valuable community resource for provision of tailor-made education programs in the field of digital literacy- a key element of social inclusion and employability.

As part of the capacity building of libraries, all the partners piloted new services within their libraries. More than 1300 community members used new equipment and Internet during the project. Around 300 citizens from marginalised groups on both sides of the border were directly empowered through different trainings. Unemployed youth attended office e-skills courses for ECDL certification as well as " job search" courses, while persons with disabilities and seniors acquired basic e-skills. Through empowering local community members by providing them with the opportunity to learn and gain new skills the project indirectly worked towards the improvement of work productivity and related social and personal benefits of the citizens in the cross-border region.
