Under the Patronage of H.H Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and University President, Hamdan Bin Mohammed e-University the Congress 2011 opening ceremony started with a fabulous welcoming coffee throughout the day … then welcoming words from HBMeU by dr. Ibrahim Mahmoud the, vice chancellor and executive director, talking about the scientific research, innovation in e-learning, e-inclusion of e-learning scientific research, and the role of HBMeU in the community. Then dr. Narimane Hadj Hamou the assistant chancellor for academic development of the chair, she talk about the distinguished congress 2011 which is a triple conference under one umbrella (5th quality conference in the middle east,,, 4th conference on e-learning excellence in the middle east,, 3rd e-health conference in the middle east.. She brief the audience about the conference where more than 700 participant from 56 countries and 220 speakers meet together in this congress 2011 and there are 13 workshops. Two MoU were signed between HBMeU and Maryland University (USA) . Three distinguished HBMeU Awards were declared on e-learning (dr. Ali Abu Alrish Umm Alqura university from Mecca Saudi Arabia, quantitative association (dr. hamad) and e-health,, then Kanoo medals for steering quality also were presented to 5 outstanding individual and companies,.. His Excellency Dahi Khalfan the chairman of HBMeU Council delivered speech appreciating the effort of the government and the progress in HBMeU. The union or network (ICTLC) or consortium between 10 global universities was declared to improve the quality and progress of e-learning. H.H. Sheikh Nahyan Bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, UAE open the conference appreciating the great efforts of HBMeU in e-learning and declaring the support of the government to e-learning… Congress Main Keynote Address Professor Farouk El Baz, director of the centre for remote sensing at Boston university USA, delivered speech titled , Essence of Management: Lessons from the Apollo Program.

Telecentre.org foundation offered scholarship for two of its members (Nabil Eid from CAIHAND Syria and Ahmed Mahmoud Eisa from GDCO Sudan) to participate in this conference. They are presenting two papers 1- ICT for inclusion and learning of persons with disability (Nabil) 2- Telecentre and Telecentres academies the effective tools for re-engineering of education (Ahmed). In addition Gedaref digital city organization (GDCO) is a media partner for this conference.
