e-participation and accessibility

Julian needs a wheel chair and recognizes that there is no elevator at the metro station near his home. He wants to complain at the service desk but the employees tell him, that he should complain online, since they are not responsible for this problem. He tries to fill out the online complain form but is getting an error again and again. To prove he is human he has to fill out a captcha, which he can´t read. This makes him angry – he only wants to be part of society, use his democratic rights and communicate in the internet. But in the end, there´s only the missing elevator the service office and the speechless Julian.
That has to change.
